The Telecom Regulatory Authority of India (TRAI) has released draft guidelines making telecom service providers (TSPs) directly accountable for AI-related incidents and system outcomes.
Proposed on Friday, the draft guidelines on ‘Responsible Use of Artificial Intelligence (AI) in Telecommunication Networks and Provision of Telecommunication Services’ prescribe that the framework applies whether the artificial intelligence models are built internally or outsourced from third-party vendors.
The proposed draft would also require TSPs to adopt board-approved AI policies, establish dedicated governance and safety committees, and report serious AI-related incidents to the regulator.
High-risk
According to the proposed framework, the TSPs and other authorised entities using AI will have to classify their AI systems into “high-risk, medium-risk, and low-risk” categories of AI system based on their significance to network operations, financial and operational outcomes, and potential implications for consumers.
By doing this, the regulator is moving towards making responsible AI deployment a formal governance and compliance obligation for the Indian telecom industry, rather than leaving it entirely to the discretion of telecom operators.
Although the final regulatory implications will depend on the provisions ultimately notified by TRAI, in the medium term, this could increase compliance expenditure for telcos while creating business opportunities for AI governance, cybersecurity, testing, audit and specialised telecom software companies.
“With the recent incidents of cybersecurity matters like the PHP vulnerabilities, eMudhra certificates and SBI customer data exposures, the government wants make sure that telcos are well-versed with their AI systems because they are linked with everything today – whether it is phone banking, enterprise services or BFSI. Since telcos are at the backend of these services, they should be accountable if anything goes wrong,” an industry veteran told businessline.
The government in February year released the ‘India AI Governance Guidelines’ with the goal to harness the transformative potential of AI for inclusive development and global competitiveness, while addressing risks it may pose to individuals and society.
